A 43-year old Thomas Ruribikiye has been arrested for allegedly defiling a 4-year old girl in Kigina sector, Ruhanga cell in Kirehe District.
The suspect who is in the police hands allegedly lured the four-year old girl into the act on February 25.
The girl was staying with her aunt only identified as Nyirahirana, who is a neighbor to the suspect.
It is alleged Ruribikiye lured the girl when her aunt was inside the house, and took her in the nearby bush and defiled her.
The victim’s aunt said she heard her niece screaming, before running to rescue her. The suspect had already fled when the victim’s aunt arrived. Ruribikiye confessed to the crime after he was arrested.
The District Police Commander Superintendent Johnson Sesonga condemned the inhumane act and attributed it to drug abuse.
“I am requesting parents to offer protection to their children and ensure that they are not exposed to strangers. Parents are also to blame, partly, for such cases; they should not go to bars or market places leaving their children with no protection,” said Sesonga.
“Usually such people have mental issues or are always under the influence of drugs. There is no way a normal person can commit such a crime. The community should also help police identify such people,” added Sesonga.
“Many are drug addicts and we are requesting the society to share timely information on such people so that we can break the chain of illicit drugs which is a major cause of crimes such as defilement, rape and assault,” added Sesonga.
If convicted, Ruribikiye will be punished under Article 191 of the penal code which states that any person, who commits child defilement, shall be liable to life imprisonment with special provisions.
